S.29C of the Firearms Act (1977) states that a person who has a firearm in their immediate control must carry their licence with them at all times. S.29C does not relate to firearms registration certificates. The section in full is copied below.
29C-Duty to carry licence
(1) A person who is carrying a firearm on or about his or her person or who has a firearm in his or her immediate physical control must carry with him or her a firearms licence authorising his or her possession of the firearm.
Maximum penalty: $5 000.
S.31 of the Firearms Act states that a person who has possession of a firearm (this includes at home - in a locked safe etc.) must produce upon request their licence and / or registration certificate - however if they cannot, have 48 hours in which to produce at a police station nominated by the person. The section is copied below for you.
31-Production of licence and certificate of registration
(1) A person who has possession of a firearm must, at the request of a police officer or a warden under the National Parks and Wildlife Act 1972-
(a) produce a firearms licence authorising his or her possession of the firearm and the certificate of registration of the firearm for inspection by the police officer or warden (or, if production of the licence or certificate is not possible at the time of the request, that person must produce the licence or certificate within 48 hours for inspection by a police officer at a police station nominated by that person at the time of the request); and
(b) produce the firearm for inspection or, if production is not possible at the time of the request, produce the firearm within 48 hours for inspection by a police officer at a police station nominated by that person at the time of the request.
Maximum penalty: $5 000.
Therefore - when competing, (in physical control of a firearm) must carry and produce upon demand their licence, no requirement to carry registration certificate.
If at any other time (eg when being inspected at home etc) if they haven't got the licence or certificate of registration, have 48 hours in which to take to a Police Station.

Changes to ACTA Membership Categories for 2008
The newly developed Membership Growth and Services National Sub-committee, whilst in the process of surveying a sample of clubs to follow up members who did not continue their membership for this year, became aware some members were not rejoining because they were not so much interested in competition shooting, but more interested in mid-week shooting. They also expressed a desire to remain members of the ACTA and of course their own club.
This preference was also confirmed by the ACTA office staff from the interaction with members over recent times. It did not come as any surprise based on the changing age profile of our membership. After consideration of these factors, some time line issues and a perusal of membership categories in other countries, ATA (US) and the CPSA (UK) a vote was taken by the National Management Board to change the existing Club Only category create a New Start membership.
A brief overview of these two categories is explained below for your information, it is most important that members understand that this is the commencement of an ongoing review of our membership categories to best reflect the needs of our membership, your comments during 2008 will provide the ACTA with important feedback for future consideration.
Allan Kenny
ChairPerson - Membership Growth and Services.
Club Only - Open to new and existing members who wish to shoot non-competitively or competition at their own club. Cost is $55 including CTSN subscription or $45 if do not wish to receive Clay Target Shooting News. Please note that this category is restricted to 10% of the club's total membership.
New Start - Open to NEW members only for a period of one membership year to shoot non-competively. Cost is $35.

New look SACTA Program Book
Members that have received a copy of the 2008 SACTA Program Book will notice several changes in the format and layout that are being trialled by the Executive. The main change to the book is that shoot information is listed in club order rather than in chronological order. The reason for this is:
- The information is easily transferred to the club sites on the SACTA website
- The formatting takes less time to compile therefore less cost to members
- Club information is listed in one area rather than scattered throughout the book
There is still a listing in chronological order at the front of the book allowing for members to see what clubs are shooting on any particular day.
There will be an assessment during 2008 to identify whether this initiative was a success. If it is found that the format was not successful the Executive will reassess the 2009 Program Book. Please contact the SACTA Secretary by emailing at

Members are reminded when competing that the maximum load permissible for ISSF (Olympic Trap) events is 24 grams. For other DTL and skeet events the maximum load permissible is 28 grams, other than for Hanicap events which permit 32 gram loads.
The incorrect use of shotshells that exceed the maximum shot loadings may result in disqualification from the event.

medal at the World Championships here in Cyprus. Michaels qualifying
score of 123 out of 125 targets was backed up by a flawless display in
the Final Competition round where he shot 25 from 25 targets.

performance earned him a new world record of 148 targets and the all
